UPDATE 4:20pm: Almost 2000 people are being evacuated from caravan parks and low-lying parts of northern New South Wales.
The SES have ordered the evacuation of Fingal Head, Chinderah and a coastal strip of Tweed Heads.
All residents in the area between the Pacific Highway and the Tweed River are being told to evacuate immediately.
Up to 115 millimetres of rain has been recorded on the Gold Coast within the last six hours.
The highest falls were recorded at Lower Springbrook which received 390 millimetres in just over 24 hours.
Water levels at the Hinze Dam have risen by three metres in the past 48 hours.
Gold Coast beaches are holding up, but many have been closed due to strong sweeps and very high tides.
Rescue services have been kept extremely busy, responding to 16 swift water rescues since 7pm last night.
One group was plucked from the roof of a car at Oxenford, with firefighters able to get a safety line to them using a throw bag.
SES crews have also responded to more than 30 calls for help across the Coast today, mostly for minor flooding and leaking rooves.
