Superintendent John Fitzpatrick from Victoria Police said the family was travelling home from dinner at the time.
“The gravity of that scene – to see a family in that position – was very difficult,” he said.
“Our investigators will be determining whether distraction, fatigue, speed or drugs are a part of this.”
The 31-year-old man who was driving the truck is believed to have been working at the time.
He escaped with minor injuries and was taken to hospital for mandatory drug and alcohol testing.
Major Collision Investigation Unit detectives are investigating the circumstances surrounding the crash.
Anyone who witnessed the collision is urged to contact Crime Stoppers on 1800 333 000.
