Of the 11 birds, two were in poor condition and nine were dead, 9 News reported.
The dogs and birds were seized from the property and taken to a vet.
When the RSPCA returned to the property to collect the 30 cats, who were not in need of urgent veterinary attention, there were only eight left.
It’s believed someone had taken it upon themselves to enter the property and remove more than 20 cats.
It is not known how long the animals were left unattended at the house.
Investigations by the RSPCA into the discovery are continuing.
