When observing the vehicle, officers were left horrified after discovering a toddler in the back seat.

Paramedics were called to assess the youngster who was taken to the Nepean Hospital as a precaution.

The officers rendered assistance to the couple before arresting the pair and seizing drug paraphernalia and synthetic cannabis. They were taken to Penrith Police Station where they were charged with child neglect and possess prohibited drug.

Both were granted bail to appear at Penrith Local Court on Monday 31 October.
