A makeshift irrigation system was built to water cannabis plants growing in the upper part of the unit.
Police said nine mature plants were found in one room, growing under a sophisticated lighting system.
They said several other plants appeared to have already been harvested.
A downstairs bathroom was allegedly used as a drying room to dry out the freshly harvested cannabis buds.
A 31-year-old Burleigh Heads man was arrested at the scene.
He’ll face Southport Magistrates Court on May 3, charged with a long list of serious drug offences, including produce and possess a dangerous drug.
