The Supra became wrapped around a tree after the 19-year-old man behind the wheel lost control around a bend.
Two boys, a 16-year-old who was sitting in the back and a 17-year-old front seat passenger, died at the scene.
A second back-seat passenger, also 16, was critically injured and rushed to Royal Perth Hospital for treatment.
The 19-year-old driver sustained less serious injuries and was taken to Rockingham Hospital in a stable condition.
The Major Crash Unit is investigating whether speed played a part in the tragedy.
The Boulevard is a 4km long winding suburban avenue with two set speed limits of 50 and 70km/h along its length.
The Toyota Supra was destroyed in the collision; barely recognisable as it was loaded onto the back of a truck.
